Vietnam – Revised Conformity Assessment Rules
Vietnam Ministry of Science and Technology (MST) officially issued Circular No.14/2026/TT-BKHCN on April 9, 2026, which comprehensively revises the national conformity assessment and market access management system for electronic and telecommunication products. The new regulation officially takes effect on May 25, 2026, establishing a dual management system of voluntary standard declaration and mandatory regulatory declaration for the first time. It implements a full set of tiered conformity assessment mechanisms based on product risk classification, covering low, medium and high-risk wireless and electrical equipment. All regulated products sold and circulated in the Vietnamese market must complete full document submission and filing through the official national online conformity database, and affix standardized CR conformity marks on products or packaging in accordance with specifications. The official validity period of newly issued CR certificates is extended to a maximum of 5 years, with mandatory annual periodic surveillance audits and factory inspections to sustain certification validity. All certificates and conformity declarations issued under the previous circulars remain valid until their expiry date without mandatory retroactive upgrade or re-testing. To ensure smooth market access, manufacturers and exporters are recommended to complete product risk classification screening, register and activate official online enterprise accounts in advance, and standardize CR mark labeling specifications to avoid customs clearance and market rectification risks.
