South Korea – Updated KC SAR Test Standards
South Korea Radio Research Agency (RRA) fully enforced the latest KC SAR test standard KSC 3350:2024 on April 1, 2026, formally phasing out the outdated KSC3370-1 and KSC3370-2 series standards, and fully aligning domestic SAR technical specifications with the international benchmark IEC/IEEE 62209-1528:2020. This update brings comprehensive and strict upgrades to RF exposure testing for mobile intelligent terminals. Key technical revisions include the cancellation of the 20cm antenna distance SAR exemption for notebook computers, mandatory human body SAR testing with a fixed 2.5cm test separation distance for all portable terminals, and dual-condition SAR testing for laptops and tablets under battery-powered and AC adapter-powered operating modes. Devices with composite and special housing materials must conduct worst-case scenario assessment to cover all usage environments. The test frequency range is officially expanded from the original 4MHz–6GHz to 4MHz–10GHz, fully covering NFC, ultra-wideband and other short-range wireless frequency bands. Meanwhile, stricter evaluation criteria are added for proximity sensor power control and TAS terminal absorption assessment. All new KC certification applications submitted after April 1, 2026 must strictly comply with the new standard specifications. All KC certificates issued under the old standards before the enforcement date are legally valid for continuous market sales and do not require immediate upgrade conversion.
