Russia – Stricter Supervision on Foreign Certificates
The Russian government officially expanded the supervision authority of Rosaccreditation on November 30, 2025, empowering the institution with stronger law enforcement capabilities for EAEU (Eurasian Economic Union) certification management. Rosaccreditation is authorized to independently suspend, invalidate and revoke non-compliant conformity certificates and declarations issued by EAEU member state certification bodies, and order mandatory market recalls for products without complete and valid test records and certification files. The revised provisions of the two core government resolutions officially took effect on February 6, 2026, setting clear severe penalty rules for irregular certification behaviors. If a single EAEU certification institution accumulates 3 or more regulatory violations within one natural year, all certificates issued by this institution will be completely invalid in the Russian market for the next 12 months. In the first batch of enforcement cases after the policy update, Russia officially invalidated all certificates issued by three Kyrgyzstan certification bodies after February 9, 2026 on February 13, 2026. For export enterprises, it is necessary to strictly verify the official qualification, compliance record and validity of EAEU certification bodies in advance to prevent product customs clearance detention and market sales suspension risks due to invalid certificates.
