Indonesia’s Ministry of Communication and Digital Affairs officially promulgated Decree No.197 of 2026, fully superseding the previous Decree No.177 and establishing updated mandatory SAR radiation limit regulations for smartphones and tablet devices. Implemented on April 22, 2026 without a grace period, the new rules apply to all portable terminals with power over 20mW that operate within 20 centimeters of the human body. All radiation compliance tests must strictly follow ICNIRP and IEC/IEEE 62209 international specifications. The policy includes targeted exemptions and transitional provisions: tablets designed exclusively for data transmission without voice call speakers are exempt from head SAR radiation testing. Due to local laboratory capacity constraints in Indonesia, manufacturers are permitted to use official temporary laboratory declaration documents for product certification, with the transitional policy valid until July 31, 2027. The new regulation standardizes radiation compliance access standards for consumer wireless terminals in the Indonesian market.
